KATHMANDU, Nov 21: The obstruction to waste disposal at Banchare Danda, the main landfill site for Kathmandu Valley, has been lifted following an 11-point agreement between authorities and local residents. Waste disposal, which had been halted for several days, has now resumed.
As per the agreement, the government will move forward with decisions related to previous demands raised by locals. The process to prepare the Environmental Impact Assessment (EIA) report will be expedited, and necessary budget allocations will be arranged in the next fiscal year based on the report’s recommendations.

Authorities have also agreed to provide compensation for damage to houses, sheds, and crops within one month. Dumping waste outside the capping area, which had led to increased river pollution due to hill cutting, will be stopped. A technical team will be formed to find a permanent solution for leachate management.
Residents of the most affected areas of Banchare and Sisdol will receive free treatment at government hospitals in Kathmandu. Educational support—including quota assurance in schools and colleges and priority construction of local school buildings—has also been guaranteed.
Coordination with municipalities will be strengthened to ensure employment opportunities for affected locals. Kathmandu Metropolitan City has been requested to increase compensation amounts, and relief guidelines will be prepared for families who have suffered long-term impacts due to waste dumping.
The agreement includes immediate resumption of waste transportation and formation of a task force to address local grievances. Additionally, the Tinpiple–Kumari Galchi road section will be advanced as a multi-year project.
