Notably, Thapa has previously served as Chief Minister of the province on two occasions, but his tenures were marked by legal challenges leading to his removal from office.

Karki assumed the Chief Minister's role with the support of eight provincial assembly members of NC and 39 members of UML. While initially, an alliance decision favored Indra Angbo of the CPN (Maoist Center) for the Chief Minister position, Karki ultimately secured the role after gaining UML's support, setting aside the initial alliance agreement.
