Nayab Subbas across the country on leave today as a part of protest

KATHMANDU, August 9: The non-gazetted first class government employees i.e. Nayab Subba, who are working in various offices across the country, are going to take a day off in protest on Tuesday because of the government's unequal salary increment. Uttam Katuwal, Senior Vice President of Nepal Civil Servants Union (NCSU) said that they protested against the unequal increase in salary on Monday and are on a day off today and demanded that their demands be included in the draft of the Federal Civil Service Act.

Nayab Subbas (non-gazetted first class officials), who have been protesting against the removal of quota for internal competition for promotion from Subba to Section Officer, they have been demanding to keep internal competition quota for promotion in the draft Federal Civil Service Act. They have demanded that 50 percent of open and 30 percent of promotions and 20 percent of internal/inter level competition should be maintained while filling positions at the section officer level.

About 20,000 Nayab Subbas are working in various government offices across the country.

To draw the attention of the government to the demands raised by the Nayab Subbas, officials of the national level trade union close to the major five parties met Finance Minister Janardan Sharma on Monday. According to Gopal Pokharel, President of NCSU, Finance Minister Sharma has promised not to implement the new salary proposal.

Finance Sharma stated that a pay commission will be formed soon to review the salary of the employees and based on the said commission, the new salary scale will be established. Pokharel said, "As per the budget speech, there will be a 15 percent salary increase this year. The finance minister has clearly said that the new salary scale proposed by the ministry will not be implemented.”

In the new salary scale proposed by the Ministry of Finance, the salary of the upper level employees has been increased by 24 percent at once, while the difference between the section officer and Nayab Subba is about Rs 13,000. They have maintained that the Nayab Subbas have been put into justice by this.
