KATHMANDU, Oct 11: The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has formed a committee to review the purchase and use of software and hardware in agencies under its jurisdiction.
According to Minister Pratibha Rawal’s secretariat, the committee will examine hardware and software purchased for the Nepal Land Information System (NELIS), the Land Records Management Information System (LRIMS) and Mero Kitta, which are used by the Survey Department and the Department of Land Management and Archives.
Formed under a ministry decision dated September 8, 2026 (Bhadra 23, 2083 BS), the committee has been asked to submit its report within seven days. It will assess the condition, use, quality and usefulness of the purchased hardware and software.

Joint Secretary Dholakraj Dhakal heads the committee. Its members include an information technology director representing the Office of the Prime Minister and Council of Ministers, ministry undersecretaries Devendra Sapkota and Ramchandra Regmi, accounts officer Digambar Rijal and section officer Lokmani Khanal. Computer engineer Dubesh Shrestha serves as member secretary.
The committee will review all purchase details and documents, check whether procurement followed applicable standards and conduct site inspections to assess the equipment and software.
It will also investigate possible irregularities or misuse of public resources during procurement and submit a report with findings and clear recommendations for improvement.
The review is expected to establish how effectively the digital systems and equipment support land administration and how public resources have been used.
