A new 299-member central committee will be elected through a mixed electoral system — 50 percent through the directly-elected system and 50 percent through proportional electoral system.

The elected central committee will then nominate 15 percent of the total members replacing the earlier provision of 10 percent. The general convention will elect a central committee and the central committee will elect the politburo, standing committee and office-bearers. The politburo, standing committee members and office-bearers will be elected on the basis of inclusive principle.

In the Maoist Center, as much as 35 percent of the central committee members have to be women. Similarly, 20 percent of them have to be youths below 40 years of age.
