Lower House approves various proposals

KATHMANDU, Mar 2: The today's meeting of the House of Representatives, the lower house of Federal Parliament, approved the proposal seeking consideration into 'Province Public Service Commission (Basis and Standard Determination) Bill, 2075'. 

The House approved the bill unanimously. Minister for Law, Justice and Parliamentary Affairs, Bhanubhakta Dhakal, had presented the bill on behalf of Prime Minister KP Sharma Oli. 

Presenting the proposal on the bill, Minister Dhakal said that the bill has been brought to enable the Public Service Commission to work in an easy manner in the province. He added that the bill has made provisions that the central Public Service Commission can provide advice and support to the provincial public service commission when the latter seek so. The bill is also brought to bring uniformity among the central and the provincial public service commissions. 

Lawmaker Pushpa Bhusal, expressing her views during the discussions on the principles of the bill, thanked the government for making the legal arrangements regarding the provincial public service commission after more than a year since the formation of the provincial government. She stressed that the provincial public service commission should also pay attention to fairness and impartiality. 

Prem Suwal demanded that the provincial government itself should be given the authority to form the public service commission at the province level. He also demanded that provisions should be made so that only the citizens from a particular province can compete in the examination conducted by the province public service commission. 

Issues of corruption control should also be given priority when the public service commission administers competitive examinations for appointment to various public service posts. 

Sanjaya Gautam said questions have been raised on the impartiality of the Public Service Commission and that the bill has not been able to embrace the province spirit. He demanded that the personnel administration should be made effective and result-oriented. 

The House of Representatives also today approved the proposal seeking consideration on the amendment to two separate bills. 

The lower house passed the proposal seeking consideration on the amendment made by the National Assembly, the upper house, regarding the 'Bill to Amend Some Nepal Acts, 2075' tabled by Minister for Law, Justice and Parliamentary Affairs, Bhanubhakta Dhakal. 

Lawmakers Prem Suwal, Pushpa Bhusal and Krishna Bhakta Pokharel expressed their views on the bill. 

Similarly, the meeting approved the proposal seeking consideration on the amendment made by the National Assembly to the 'Bill Amending Some Nepal Acts to Align them with the Constitution of Nepal, 2075'. RSS
