KATHMANDU, Jan 23: A majority of lawmakers speaking in the 'special hour' in the meeting of the Legislature-Parliament today slammed the report of the Local Bodies Restructuring Commission (LBRC) saying it was impractical and unscientific. 

Jagadish Narsingh KC and Rajya Laxmi Shrestha said although the local bodies structure has been decided by the districts on the basis of the standards set by the Commission itself, the commission's report however came up with different structure than what was agreed by the districts. KC said the police used force against the innocent locals in Nuwakot when they had gone to the District Administration Office to submit a memorandum on a matter they did not like. 

Prakash Jwala drew the attention of the House to the incident of smuggling in of 33 kilograms gold from the Tribhuvan international Airport and urged the government to pay attention to strengthening the security check and the security at the airport. He called for taking stern action against the culprits responsible for the smuggling incident. He also hit out at the lax security at the airport. "What if illegal weapons are smuggled in from the airport," he questioned. 

Dr Subodh Kumar Pokharel lashed out at the government for what he said the government staying a mute spectator even when CK Raut was talking of secession. He suggested turning the five development regions in the country into five provinces to safeguard the country's integrity and implement the federalism. 

Kamalesh Kumar Goswami demanded investigation into the irregularities in the Lumbini Development Trust, saying that the government has become helpless in the face of this.

Narsingh Chaudhari drew the government's attention on the need of expanding irrigation facility in the country. 

Kamala Bishwakarma said it is sad that the government did not pay due attention in the incidents of murder of two people from the dalit community – Ajit Mijar in Dhading and Laxmi Pariyar in Kavre. It is the State's irresponsibility that the dalits and the craft-related communities have to face injustice when marrying inter-caste, she said. 

Anuradha Thapa Magar said high-ranking employees and big industrialists were found involved in power theft and demanded making their names public with their photos. She also demanded investigation into the 'irregularities' in the Nepal Oil Corporation. 

Meena Pun expressed concern over the appointment of 80 judges to the different high courts saying that was done on the basis of political power sharing. 

Laxman Rajbanshi complained that a respected personality like Prem Minister Pushpa Kamal Dahal has been telling about serious issues at public programs but not in the Parliament. 

Resham Bahadur Baniya complained that the Myagdi district had sent its recommendation on local body restructuring on the basis of the LBRC standard, but the commission's report had recommended differently. Kamala Panta also echoed Baniya and objected to the commission's report. 

Karna Bahadur Thapa drew the attention of the government that the memorial constructed at the historic Nalapani fort contained wrong figures from history and called for the fort's protection and conservation. 

Bharat Bahadur Khadka called for correcting the local body restructuring as it was impractical and unscientific. He called for implementing the constitution with the agreement of all parties. 

Ramhari Subedi raised the issue of increasing dust pollution and this causing health hazards to people living close to the roads as the roads repair works are not completed in time. He called for black listing the contractors not completing the works in time. 

Ganesh Prasad Bimali demanded providing relief to the people who were rendered homeless after their houses were destroyed by fire. 

Rishikesh Pokharel objected to preventing the Biratnagar from upgraded into a Metropolis. 

The Legislature-Parliament next meets at 3 pm on January 24. RSS
