Karnali state government meeting decisions made public

KARNALI, May 13: The Karnali state government has made the decisions public taken by the Council of Ministers' meeting on May 7.

State government spokesperson and Minister for Land Management, Agriculture and Cooperatives, Bimala KC, read out the 10 decisions of the state government amidst a news conference this morning. She said the delay in sharing the meeting decisions was so as to give them time for maturity.

According to KC, the meeting of the Council of Ministers has decided to recommend before the Chief of the Karnali state to summon the State Assembly fourth session at 3 pm on May 24. The meeting has decided to give approval, in principle, for the formulation of the bill on mass communications and information technology proposed by the Ministry of Internal Affairs and Law.

Spokesperson KC stated that the meeting also decided to give approval, in principle, for preparing 'the chemical and pesticides control bill-2076', the ' animal slaughterhouse and meat inspection bill-2076', and the 'soil and fertilizer management bill-2076', which have been proposed by the Ministry of Land Management, Agriculture and Cooperatives.

Likewise, the meeting decided to forward the 'work procedures for relief and medical treatment to the conflict-affected people-2075' proposed by the Ministry of Internal Affairs and Law, the 'order for formation of the Karnali State Tourism Board-2076' proposed by the Ministry of Industry, Tourism, Forest and Environment and the draft of the bill providing for the formation, works, duties and responsibilities of the Karnali Infrastructure Development Authority', proposed by the Ministry of Economic Affairs and Planning.

The Council of Ministers decided to forward these documents to its Administration and Bills Committee for further discussion. Minister KC said a decision has been made to constitute a committee and implement programmes for operating various programmes related to the law and order situation in all the districts of the Karnali state.

The committee comprises the state government chief secretary as the coordinator, and the secretary at the Ministry of Internal Affairs and Law and the chief of the State Police as members. According to the state government spokesperson, the meeting has taken final decision to recommend to the Government of Nepal regarding determining the center of the Jagadulla rural municipality in Dolpa district at Majhgaon, ward number 5 of the same rural municipality from the existing Kaigaon, ward number 2. 'Lack of structures and employees main challenge' The state government has estimated that the development budget expenditure would not take place as per the expectations. According to Spokesperson KC, lack of structures and employees’ shortage have posed challenges in the implementation of the budget.

As he said, a scale of expenditure could not rise as the budget of Rs 10 billion owned up by the ministry of infrastructure remaining as the backbone of development could not be implemented due to a shortage of technical employees. “The employees’ adjustment process was implemented when the special phase of budget implementation was ahead and the state government was plagued by it.” The works of ministry of social development and the ministry of agriculture and tourism are going on at good pace, but the expenditure was not seen in records as payments have been suspended due to lack of monitoring, she said.
