In a statement released from the Secretary of Office of the Province Chief Thakur Prasad Sigdel stated that the two ordinances were issued from the Province Chief in accordance with Article 202 (1) of the Constitution of Nepal.

Although the Province Government tabled its budget of Rs 36.54 billion on June 15, the Province Assembly meeting could not be held following the obstruction from the main opposition party, CPN-UML.

Meanwhile, Internal Affairs and Law Minister of Karnali Province Sita Nepali said that the Province Government was forced to unveil a budget through ordinance due to obstruction caused by the main opposition party in the province assembly.  Prior to this, the Province Government prorogued the budget session at midnight.

After the issuance of the ordinances, the Province Government has received legal authority to implement the new budget for the fiscal year 2078/079.
