KATHMANDU, July 21: It has been revealed that secretary at the Ministry of Water Supply and Sanitation Bhim Prasad Upadhyaya has appointed a junior staff as Deputy Director at Project Implementation Directorate (PID) of Kathmandu Upatyaka Khanepani Limited (KUKL), by breaching the regulations.

Secretary Upadhhaya helped third placed Surya Raj Kandel to overtake senior division engineers Hari Prasad Pandey and Nand Prasad Banjade for the position of deputy director of the PID.

Senior engineer Banjade said, “I couldn’t work in the same office under the supervision of an officer who is my junior. I am not saying I should be made the deputy director of PID but there is our senior candidate Hari Prasad Pandey who deserves the post. It is not a fair process to promote our junior” he added.

According to a source at the Ministry, Secretary Upadhyaya did not approach the Administration Division expecting a negative reaction on the process of skipping the rankings to appoint the deputy director.
