SURKHET, Sept 6: The Karnali province government has adopted a policy of tax exemption to attract women, Dalits and backward classes towards industrial businesses. According to the industry regulations issued by the provincial government, a 50 percent discount on registration and renewal fees will be given to women, Dalits and backward classes if they want to run an industrial business.
It is mentioned in the regulations that women, Dalits, backward class and persons with disabilities will be given a 50 percent discount in registration fee. Similarly, 50% of the registration fee will be charged for branch registration. However, the Karnali province government has increased the registration and renewal fees for industries by changing the threshold of investment capital in industries.
On the basis of capital, the Karnali province government has classified industries into five levels. Industries with a capital up to Rs 500,000, Rs 1 million, Rs 2 million, and Rs 5 million and more than Rs 5 million have to submit different registration and renewal fees. Accordingly, such fees have been fixed at a minimum fee of Rs 1,000 to a maximum of Rs 30,000.
On 18th June, the provincial government published the Province Business (Registration and Operation) Regulations, 2080 in the Provincial Gazette of Karnali. Industries with a capital of Rs 500,000 to Rs 5,000,000 will be affected by the increase in prices as per the regulations. The regulation has increased the fees for the industries up to three times over the previous registration and renewal fee regime.

At present, both industries with a capital of more than Rs 5 million and industries with a capital of up to Rs 10 million have to pay the same fee. Now, industries with a capital of over Rs 5 million have to submit a registration fee of Rs 30,000 only. In the previous arrangement, the fee was fixed at only Rs 5,000 as the capital was up to Rs 5 million.
The registration fee of Rs 1000 remains the same for those with a capital of up to Rs 500,000. The registration fee has been increased from Rs 1,000 to Rs 4,000 for industries with a capital of Rs 500,000 to Rs 1 million.
The fees for the industries with a capital of Rs 1 million to 2 million have been increased from Rs 5,000 to Rs 8,000. The registration fee has been increased from Rs 5,000 to Rs 15,000 for industries with a capital of Rs Rs 2 million to Rs 5 million.
Similarly, earlier there was a system of charging only 10 percent of the registration fee for industrial renewal fee. However, currently, it is mentioned in the regulations that even the industry registration renewal fee will be according to the registration fee.
Regarding the renewal, it is mentioned in the regulation that if the renewal is done within 35 days, 20 percent of the registration fee will be charged, and if the renewal is done within three months, 50 percent of the renewal fee will be charged. Likewise, if renewed after three months, 100 percent of the registration fee will be charged.
Similarly, the secretary of the Ministry of Industry, Tourism, Forestry and Environment, Dr Binod Prasad Devkota said that due to the commercial regulations made by Karnali, there has been a natural increase in industry registration fees even in the provincial trade and business (registration and operation) regulations.
He said that after receiving complaints about the high number of registration and renewal fees in the ministry, the ministry is preparing to discuss the price increase in industry registration and renewal fees and take initiatives for revision.
