ILAM, Sept 12: Ilam Municipality has secured the top position in the country for the Local Level Fiduciary Governance Risk Assessment (FRA), achieving an impressive 99 percent index score for the fiscal year 2022/23. This evaluation was conducted by the Ministry of Federal Affairs and General Administration.
The assessment considered factors such as planning, budgeting, program management, implementation capacity, accounting, monitoring, evaluation, audit, and revenue management. Mayor Kedar Thapa attributed the municipality’s success to the dedicated efforts of all involved. "This is a proud moment for us," Thapa said, expressing gratitude to the representatives, employees, and stakeholders.

In addition to the FRA, Ilam Municipality ranked fifth nationwide and first in Koshi Province in the Local Level Institutional Capacity Self-Assessment (LISA) for the same fiscal year, scoring 89.50 points. Key scores included 8 points in governance management, 7.75 in organization and administration, 8.5 in budget and planning, and 10 in financial management.
Other areas of assessment included service delivery (14.25 points), judicial performance (7), physical infrastructure (10), social inclusion (10), environmental protection and disaster management (8.5), and cooperation and coordination (5.5).
