House passes bill for security of Valley by Nepal Police in coordination with Province Police

KATHMANDU, JULY 11: The Nepal Police and Province Police (Operation, Supervision, and Coordination - First Amendment) Bill, 2079 BS has been passed by the House of Representatives for the security of the Kathmandu Valley by Nepal Police in coordination with the Province Police.

Home Minister Bal Krishna Khand submitted a proposal to the House to pass the bill, which was passed unanimously. After the clause-by-clause discussion on the bill, an agreement was reached in the State Affairs and Good Governance Committee that the security of the Valley would be ensured by Nepal Police in coordination with the Province Police. The report with the agreement was discussed in the House.

By adding subsection (3) after subsection (2) of section 10 (a) proposed to be added to the main Act from section 4 of the bill, the phrase ‘Nepal Police will coordinate with the province police while performing work under this section’ has been added. Participating in the discussion on the bill, Member of Parliament (MP) Khagaraj Adhikari said that the report was prepared after extensive discussion and consensus in the committee and was presented in the House accordingly.

MP Man Kumari GC stressed the need for strengthening cooperation and coexistence for the implementation of federalism. She drew the attention of the home minister saying that there was a demand from the police to provide pension to them after 16 years of service. MP Prem Suwal had drawn the House’s attention saying that the amendment bill was introduced before the Act was implemented. MPs Bharat Kumar Shah, Yashoda Gurung Subedi and others participated in the discussion.

Replying to a question raised by the lawmakers before the passage of the bill, Home Minister Khand said that Nepal Police and the Province Police were organizations to play a role for peace, security and good governance. He expressed his confidence that the police would be successful in facing the challenge of searching for the accused and taking action following the increase in incidents and nature of crime.

Stating that the bill does not seek to weaken the province police, he said that the government is aware of the security challenges that may arise due to internal and external factors. Stating that quasi-judicial powers have not been given to the police even though the concept of metropolitan police has been advanced in Nepal, Home Minister Khand expressed confidence that the powers would be given to the metropolitan police in Nepal as practiced in many other countries.

Stating that the State Affairs and Good Governance Committee has agreed to coordinate with the province police, he said that it is positive that the Nepal Police can retire in 16 and 18 years for which necessary studies are being done.

Stating that the State Affairs and Good Governance Committee is for coordination  between Nepal Police and Province Police for the security of the Valley, he said that it is positive that the Nepal Police personnel may retire after completing 16 and 18 years of service and necessary studies are going on in this regard.
