Govt scraps ‘source mobilization expenditure right’ of home minister and secretary

KATHMANDU, April 4: The government has revoked the right of the home minister and the home secretary to make expenditure in the name of source mobilization without showing a receipt for the same.


Government Spokesperson and Communications and Information Technology Minister Rekha Sharma said that a Cabinet meeting on Monday took the decision.

“It was our procedure that the home minister and the home secretary could spend for spying operations without having to show their accounts. That procedure has been abolished," she said after the Cabinet meeting.


At present, the home minister gets to spend Rs 50,000 and the secretary gets to spend Rs 20,000 per day. This decision was taken by the government after the question was raised that there was misuse of this discretionary right.


Earlier, Deputy Prime Minister and Home Minister Narayan Kaji Shrestha had decided to take the proposal of expenses reduction to the Council of Ministers on Friday after taking charge of the Ministry of Home Affairs.


Since 2050 BS, the home minister and the home secretary had been enjoying the right to spend in such a way in the name of source mobilization.
