Applicants have to provide a character certificate signed by two government officers certifying that the applicants have no political affiliation and involvement in violence as per the regulations. But the government officers in Nepalgunj refused to attest the certificates for the strangers.[break]
“I am preparing to return home now after failing to get the certificate attested,” said Deep Bahadur Rokaya of Simikot, Humla, who spent Rs 6,000 to come to Nepalgunj for police service. “We poor youths have been rendered disqualified in lack of willing officers to attest our certificates,” Rokaya rued.
Youths of 15 districts of Mid Western Region have to submit the application forms at the Police Training Center in Nepalgunj. While applicants from Banke, Bardiya, Dang and Surkhet districts didn´t face much difficulty to get their certificates attested for having known some officers, those from remote hilly districts had hard time to find willing officers.
The officers refused to attest certificate of youths from remote districts saying they cannot certify for unknown strangers. Many offices have put on notices saying they do not attest character certificates due to the massive influx of youths.
Only 8,567 youths out of 12,654 who had taken the application forms for constable have been able to submit their forms till Thursday while just 336 out of 694 have submitted their forms for orderly.
