KATHMANDU, August 6: The government has started doing the necessary homework to form a new Land Related Problems Resolution Commission (LRPRC) by amending the formation order of the LRPRC formed earlier by the KP Oli-led government.

The preparation to form a fresh, ‘all-powerful’ commission comes days after the government on Tuesday took a decision to dissolve the LRPRC formed by the erstwhile government. Sources close to Prime Minister Sher Bahadur Deuba claimed that the Commission formed earlier by the Oli-led government was incomplete as it did not incorporate the existing constitutional and legal provisions related to the landless people. 

"The commission formed earlier was incomplete as it did not incorporate all constitutional provisions related to the landless people and the Land Related Act. The government has expedited necessary preparations to form an all-powerful commission soon," said advocate Keshab Raj Joshi, an aide to Prime Minister Deuba. 

Advocate Joshi said the formation order of the dissolved commission did not incorporate the provisions of Article 40(5) and (6) of the Constitution. Similarly, there was also no mention of the Section 52(B) of the Land Related Act (Eighth Amendment) 2021 BS.

Article 40 (5) of the constitution states that the state shall provide land to the landless Dalits for one time in accordance with the law. Similarly, Article 40(6) of the constitution further states that the state shall, in accordance with the law, make provision of settlement for Dalits who do not have housing.

Section 52(B6) of the Land Related Act also makes a provision to provide land to landless Dalits once in three years. Although the formation order of the dissolved commission did not make any mention of these things, the commission was actually preparing to distribute land registration certificates to thousands of people identified as landless across the country.

The commission had earlier courted controversy as it had established branch offices in several districts even as the concerned municipalities and rural municipalities are mandated to resolve the issues related to landless people. A section of people had alleged that the commission was transformed into a recruitment center of political cadres affiliated to the ruling CPN-UML.

The preparation of the Deuba-led government comes amid the Youth Force affiliated to the KP Oli-led CPN-UML launching street protests against the government's decision to dissolve the commission formed by the erstwhile Oli government.
