KATHMANDU, Feb 27: Kulman Ghising, Managing Director of the Nepal Electricity Authority (NEA), has submitted a response to the clarification sought by the government. On Tuesday, the Ministry of Energy, Water Resources and Irrigation had sought a 24-hour clarification from Ghising, where he submitted his response on Thursday.
In the clarification asked to Kulman for a second time, the first issue was the question of why he should not be removed from his post. The second issue was related to his visit and work.

In response to the question of why he should not be removed from his post, he has given a 6-point answer. In the first point, he has pointed out that the ministry does not have the authority to remove him from his post. Similarly, in the second point, he has claimed that action cannot be taken on a mere allegation without proving his guilt.
In the third point, he mentions that he was not given a chance to defend himself, as he was not informed why his initial clarification was deemed unsatisfactory. In the fourth point, he claims that the allegations against him are subjective and states that the clarification itself goes against the established principles of law and justice.
In the fifth point, Ghising has claimed that he was not given a fair opportunity and sufficient time to defend himself, arguing that there was no urgency to submit the clarification within 24 hours or to take immediate action. In the sixth point, he claimed that his performance evaluation is in the records of the ministry itself and that it is immature and unfair to demand the clarification without evaluating his latest performance.
Similarly, Ghising claimed that requesting a 24-hour clarification now, despite not taking any action on the clarification he submitted on January 12, is a serious flaw.
