Fulfill 6 conditions before polls: Bhattarai

KATHMANDU, Mar 1: Coordinator of Naya Shakti Party Nepal Baburam Bhattarai has said that six conditions should be fulfilled for holding elections.

The former prime minister has said that resolution of the issue of constitution amendment bill, which is in parliament, should be the first condition to hold elections.

“The election-related works can't gather momentum without first resolving the issues related to determining the local level units, autonomous areas, protected areas and special zones. This is another important precondition to be fulfilled before holding elections,” said Bhattarai at an interaction organized by his party in Kathmandu on Tuesday. 

Accusing the present government and ruling parties of indulging in corruption and other partisan interests, he claimed that the present government had lost its credibility and that it can't hold free and fair elections.

He demanded formation of an all-party election government for the purpose. “Therefore, an all-party government has become imperative. Such a government can only hold elections,” he said. 

Bhattarai said the state should bear the expenses of elections based on certain criteria. 

Likewise, he demanded that all three elections be held simultaneously and that the provinces be put under the center and local units be under the respective provinces.
 
“For this, we should adopt a directly-elected chief executive and fully proportional inclusive legislative system,” he added.
