KATHMANDU, Sept 11: A supplementary petition has been filed with the Supreme Court demanding that the term ‘exiled person' not be implemented under the Bill to Amend the Investigation of Enforced Disappeared Persons and the Truth and Reconciliation Commission (Third Amendment) Act, 2081.
Former Maoist child soldier Lenin Bista has filed a supplementary petition with the Supreme Court, naming President Ram Chandra Paudel, Speaker Devraj Ghimire, Baburam Bhattarai, and the Ministry of Law, Justice, and Parliamentary Affairs as defendants. This petition was filed to be included in the case that is already sub judice in the Supreme Court.

He has requested an interim order to prevent the implementation of the phrase "exiled person" mentioned in Section 15 (25) (b) of the amended Transitional Justice Act.
Bista has mentioned in his petition that his case is currently under consideration in court. He raised concerns that the provision in the amended Act, which states "to provide necessary relief and assistance to those who have died, been injured, or become disabled due to any event during the armed conflict, their family members, and exiled persons," aims to nullify the legitimacy of the case filed in court regarding the identification of child soldiers.
He has requested not to implement the phrase "human rights violations and exiled persons" in the amended Act, which he believes is intended to replace the serious human rights violations previously associated with the child soldiers and war crimes.
