KATHMANDU, June 20: Five proposals seeking deduction in expenditure have been presented in course of ongoing deliberations on different topics of Appropriation Bill-2076 in today's meeting of the House of Representatives.

On the occasion, the proposal of cutting the expenditure of Office of the Prime Minister and Council of Ministers, office of the President and Vice-President, Ministry of Culture, Tourism and Civil Aviation, Ministry of Health and Population and Defence Ministry was presented. Prem Suwal of Nepal Workers and Peasants Party demanded the Speaker for the presence of Prime Minister present in course of discussion on appropriation bill of the office of the Prime Minister. Drawing the government's attention to announce Bhaktapur as cultural city as well as to remove the industries creating noise pollution, Suwal presented proposal to cut the expenditure of office of the Prime Minister, Health Ministry, Defence Ministry, Ministry of Culture, Secretariat of National Planning Commission and office of the President and Vice-President.

Similarly, Debendra Raj Kandel presented the proposal to reduce the expenditure of the ministries by Rs 100. Demanding to withdraw the bill, Deputy-leader of the Nepali Congress Parliamentary Party, Bijay Kumar Gachchhadar proposed to reduce Rs 100 from the expenditure of office of the Prime Minister. He stressed the need of moving ahead at a consensus as the constitution is re common document, saying there was the contribution of all parties to institutionalize democratic system.

Leader Gachchhadar raised the question why bill against press freedom has been brought terrorizing the media sector that played the crucial role for the establishment of democracy as well as demanded to withdraw bills related to human rights, information technology and security council. He said, 'I propose to reduce the expenditure by Rs 100." Similarly, Parbata DC Chaudhary of the NC said that she proposed to cut the expenditure of Health Ministry as only around 4.5 per cent budget has been allocated against the standard of the World Health Organisation as 10 per cent of the total budget should be allocated towards health sector.

Likewise, Dilendra Badu of the NC presented proposal to reduce the expenditure of the Defence Ministry by Rs 100. He also suggested to allocate budget in training, research, capacity development and added that the arrangement of mobilizing the Nepal Army without Chief of Army Staff made in the security council bill was condemnable.
