FCAN submits charter of demands to the government

KATHMANDU, Nov 27: Civil works contractors have demanded that the government accept hard copy tender documents, stating that technical glitches in e-procurement process were affecting many contractors.

A delegation led by Bishnu Bhai Shrestha, president of Federation of Contractors Association Nepal (FCAN) met with the Secretary of Public Procurement Monitoring Office (PPMO), Krishna Prasad Devkota, on Sunday also demanded that the government organize training programs for contractors to orient them with the recently launched Electronic Government Procurement (EGP).

The contractors have demanded the government to release additional bank guarantee after project completion. They told the secretary that representatives of local bodies have been saying that bank guarantee cannot be released until the defect liability period which generally lasts up to a year after the completion of the project. 

Although construction companies release details of the required materials, they are not allowed to make use of the resources available within the district by the District Administration Office and District Development Board, according to the contractors. This, they said, has been causing delay and incurring additional transportation charge on them. 
Saying that construction entrepreneurs are at the receiving end due to unexpected rise in price of construction materials like cement, steel, wood and bricks, they urged the government to take needful decision to regulate prices of materials which have seen inflation of more than 10 percent. It also appealed to the government to call a meeting of District Price Fixation Committee in each district to control prices of construction materials.
