"Due to the failure of understanding the interrelation between development and conservation and maintaining a balance between them, and letting the land mafia who are the prime villains of crony capitalism, to walk free, the Kathmandu Valley is turning into a concrete jungle thereby becoming uninhabitable in the next few decades," Bhattarai said.
However, he has not suggested any place for relocating the federal capital.
The former prime minister also demanded that the National Land Use Policy be implemented.
