EU EOM observing electoral process

KATHMANDU, Nov 26:  The European Union Election Observation Mission (EU EOM) has been observing the electoral process in Nepal, since 25 October.

It assesses all aspects of the electoral process and the extent to which the elections are in compliance with the laws of Nepal, as well as with international and regional commitments for democratic elections to which Nepal is a signatory.

An allegation has been made that two EU observers in Kanchanpur exceeded their mandate by approaching the District Court for information, thus allegedly violating the Code of Conduct.

The EU EOM has a Memorandum of Understanding with the Election Commission of Nepal (ECN), as well as the Ministry of Foreign Affairs, which allows observers access to all aspects of the electoral process, including electoral dispute resolution and electoral justice, which fall within the remit of the District Courts.

EU observers have had meetings with District Court judges and gathered relevant information on electoral dispute resolution. EU observers have also visited a number of District Courts without difficulty.

The view of the EU EOM is that the two observers have acted within their mandate and not breached the Code of Conduct. The EU EOM will continue its observation of the whole electoral process in an independent and impartial manner, contributing towards a transparent and peaceful electoral process.
