KATHMANDU, Jan 7: Minister for Energy, Water Resources and Irrigation Deepak Khadka has asked Nepal Electricity Authority Executive Director Kulman Ghising for a nine-point clarification including a question on why the ministry should not terminate Ghising’s appointment.
On Monday, Energy Secretary Suresh Acharya issued the letter and asked Ghising for an explanation, requesting him to submit a response within seven days.

Point 9 of the letter states, “Since you have not submitted the performance evaluation details as per the performance agreement that you are required to submit, your performance cannot be evaluated properly and you yourself have admitted the issue of not submitting the details through your letter dated November 19, 2024, Ch. No. 524, and have given written information that you will provide 'performance details in the prescribed format as soon as possible in coordination with the Ministry', therefore, your performance cannot be evaluated as per Section 10.3 of the said agreement, so why not terminate your appointment as per the same section?'
Similarly, Ghising has been accused of being uncooperative with the ministry. Point 8 of the letter sent by the ministry states that he has repeatedly played an uncooperative role in the meetings of the board of directors of the authority, forgetting his status as the executive head of a government body, arguing even on ordinary matters, and committing acts contrary to the dignity of his position, and even disobeying the instructions of the ministry.
