KATHMANDU, Nov 2: The Election Commission (EC) has sought clarifications from Yogesh Bhattarai, the UML candidate for the House of Representatives from Taplejung, and Bina Magar, the Maoist Center candidate for the House of Representatives from Kanchanpur constituency no. 1, for taking more than 25 people with them for a door-to-door program.

In Clause 13 of the Election Code of Conduct, 2079, under the conduct to be followed by political parties, candidates, party's fraternal organizations and related persons, part (b) states that "no procession, assembly, corner meeting or assembly shall be held in public places without the permission of the local administration" and in part (o) there is a provision that 'while going to submit nomination papers of candidates in the election or while conducting door-to-door programs for campaigning, no more than 25 people including candidates, proposers, supporters should go.

UML Secretary Bhattarai has been asked for an explanation because he allegedly gathered more than 25 people in violation of the code of conduct in Sirjangha Rural Municipality-3 Sikaicha under his constituency and the matter was also made public on his Facebook page.

Similarly, there is a complaint that Magar of the Maoist Center conducted a door-to-door program against the code of conduct in Belauri Municipality under her constituency, and that the matter had been made public on her Facebook page.

Why should you not be prosecuted according to Sub-section (3) and (4) of Section 23 of the Election Commission Act, 2073, when you have violated the election code of conduct by spreading election propaganda contrary to the provisions of the election code of conduct? You are requested to submit an explanation to the Election Commission or the District Election Office within 24 hours of receiving it through any means.
