New draft of Federal Civil Service Act proposes single official trade union of govt employees

KATHMANDU, June 10: The draft of the Federal Civil Service Act sent by the Ministry of Federal Affairs and General Administration (MoFAGA) to the Ministry of Finance and Law for approval proposes to have only one official trade union for the government employees.


MoFAGA Minister Aman Lal Modi informed in a press conference held on Thursday that only one official trade has been proposed in the center and province in the draft of Civil Service Act. It may not be what it used to be about the union. There will be only one trade Union now. The trade union exists at the center and the province," said Modi. Mentioning that there have been suggestions from various levels to have only one trade union, he said, "There has been talk of having an official trade union model of the Bar Association." But now there is no trade union in every place. The employee leaders have been demanding to have a trade union at the local level as well.

In the existing Civil Service Act 2049 BS, the right to open unions and organizations has been given to the employees on a case-by-case basis. Similarly, an official trade union has also been arranged. Trade union leaders have been complaining that the employees' unions, organizations and the leaders of those organizations that were opened after the party are more focused on the promotion of employee transfers rather than the rights and interests of employees. The leaders have been living in Kathmandu forever and that too in attractive offices. Employees who do not have access go to Himalayan and hilly districts.


In a press conference held on Thursday, Minister Modi said that such distortions regarding the transfer of employees will be stopped. He also said that the process of withdrawing the instrument has started and this process will be made more effective from the month of July. However, the Ministry of General Administration started 3 months ago by withdrawing staff to the local level and sending staff according to their rank. But this process is not yet complete. According to ministry sources, currently, there are 133 local levels functioning across the country. Minister Modi has asserted that the government will expedite the process of establishing additional local levels starting from the month of July.


Stating that his first task since coming to the ministry was to bring the Federal Civil Service Act as soon as possible, but his efforts did not yield anything, he said, "For the past two and a half months, the Federal Civil Service Act has reached law and meaning for consent." Law and meaning have not yet agreed. I am working hard on this.' He said that he was not informed about what the law and the law have agreed or disagreed about. Discussing that Prime Minister Pushpa Kamal Dahal is serious about bringing the Federal Civil Service Act as soon as possible, Modi said, "The Prime Minister and I have agreed on bringing the Act as soon as possible."


Minister Modi claimed that after becoming the Minister of General Administration, he has improved a lot in the administration sector. "When I came to the ministry, there was a tendency to not allow employees to go to mountains and hills, even if they did go, they used to make some excuses. Now I plan to remove that trend," he said. Stating that in some local levels, employees are suffering from people's representatives, he said, "In some places, due to the pressure of people's representatives, employees have to be transferred quickly. But I am trying to remove this distortion."
