Demand to manage election staff

KATHMANDU, August 19: The Election Commission (EC) has instructed the government to hold the elections to the House of Representatives and the provincial assemblies on November 20. On Thursday, the Commission’s Spokesperson Shaligram Sharma Paudel gave five instructions to the government to conduct the House of Representatives and province assembly elections in a clean, free, fair, trustworthy and economic manner.

"In the upcoming elections, the commission has given instructions to the three levels of government and all agencies under them, public institutions, development committees, boards, commissions, funds, institutions, centers, authorities and educational institutions to implement them immediately," he said in a statement. “For federal civil service or provincial civil service or local level permanent employees or permanent teachers must be assigned compulsorily, according to the approved organization structure and posts of Nepal Government, Provincial Government or organizations under the ownership or control of the Provincial Government or under the control of the Government of Nepal, which have structures at the district level and local level. In order to ensure that the staff positions are not vacant, arrangements must be made for posting within September 5.”

For manpower management, the Commission has directed that if the employees who were assigned to work at the federal, provincial and local levels before August 20, are assigned elsewhere, they must return to the office where the official is or fill up the position by transferring and posting employees according to the position and level of the approved post at such place.

The Commission has also asked the government to make arrangements for the transfer and posting of employees who have been transferred and posted according to the level and designation of the posts approved at the federal, provincial and local levels by September 5, except for the employees who will be employed in the election work, to work elsewhere and not to be transferred.

"For the elections, all the employees working in the three levels or all three levels of the government owned or controlled by the central, province and district level and working in the associations, institutions, bodies or offices operated by the government should be mobilized in the elections according to the requirement," he said, "It has been instructed to keep the correct details of the employees updated and to provide them immediately when requested by the relevant provincial and district election offices.

He also said that the Commission and the offices under the Commission will be open even on public holidays. "The Secretariat of the Commission, seven provincial election offices and 70 District election offices will remain open even on public holidays until the final results of the House of Representatives and provincial assembly elections are announced, '' he said
