Dahal’s warning to avoid political bias in TRC Act Amendment Bill

KATHMANDU, Sept 14: Chairman of the CPN (Maoist Centre) and former Prime Minister Pushpa Kamal Dahal has warned that political urges and biases in the bill to amend the ‘The Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act, 2014’ are not good for the country and democracy.

He gave this warning while speaking at the meeting of the Law, Justice and Human Rights Committee held at the Singha Durbar on Tuesday. He also urged not to politicize the bill and to proceed with national consensus.

Dahal said, "The issue of transitional justice is a matter of interest and concern for all of us. This is not a matter of pros and cons. The respected minister has spoken very carefully recently. I should reach a national consensus on this issue with the honorable President and let no other politics enter into it. It is not good for the country and democracy if political urges and prejudices come in here. We can have debates on other topics. But this is such a historical and epoch-making subject, under which we have moved forward in this process today through the Federal Democratic Republic. We must all go beyond this urge. We work with the intention of reaching consensus and solving, not with the intention of forcing. It is unfortunate if we think that someone is going to throw in a word and cause trouble tomorrow. It is not moral and political.”

Dahal said that there should be no political pressure/prejudice in the matter of transitional justice. He mentioned that political pressure/prejudice on the issue of transitional justice is not good for the country and democracy. He mentioned that there was a dispute about some words in the bill and also said that it is necessary to proceed in a way that is acceptable to all, rather than going for victory or defeat.

In the meeting of the committee, CPN-UML Vice-president and former chairman of the Constituent Assembly, Subaschandra Nemwang mentioned that the issue of transitional justice is a common issue for everyone and said that everyone should resolve it together. He promised that the support and cooperation of the CPN-UML will always be there to resolve the issue of transitional justice. He said that the issue of transitional justice should be resolved through consensus.

He said, "This is a matter that we all have to resolve together. We are clear on that. We are going to conclude this issue this time. We have reached here by basically agreeing. When you reach the end, it will still come out undeniably. This should be concluded in accordance with the principles of transitional justice. But let's discuss how much to do.”

Another meeting of the Law, Justice and Human Rights Committee has been called for today at 4 pm. Other MPs participating in the meeting emphasized that the bill should be finalized today after extensive interaction between the parties. The parliamentarians were of the opinion that if some amendments are necessary to the bill, they should be amended and the bill should be moved forward.
