KATHMANDU, July 31: Nepal Police has instructed regional police heads to develop strategies based on the sensitivities and challenges of their regions to ensure free, fair and fearless environment for the upcoming election.

According to a source with the Police Headquarters, IGP Kuber Singh Rana gave such instruction to the regional heads of Nepal Police gathered in Kathmandu to assess the security situation in the run up to the upcoming polls scheduled for November 19.

IGP Rana urged the regional heads to look into both political and non-political challenges and traditional challenges as well as newly evolving challenges. [break]

“Do not hesitate to ask for logistics and other necessities as per the requirement,” sources quoted IGP Rana as saying at the informal meeting held at the Police Headquarters. Before the government develops final integrated election security plan in order to hold the elections in a peaceful manner, we need to identify ways to address the challenges, he said.

“Keep eye on criminal activities like kidnapping, vandalism and robbery, extortion and threats,” IGP Rana said.

The police have also decided to monitor the activities of some political leaders who are being viewed as "possible challenge" to the upcoming CA election.

But regional police heads were worried about the possibility of being seen as violating human rights while exercising powers. The police leadership assured them of shouldering the responsibility over such allegations but advised them to respect human rights, according to police sources.

“Report to the police headquarters and the Ministry of Home Affairs frequently about every activity of the political parties and politicians without any delay,” IGP Rana said.

Home Ministry Spokesperson Shanker Prasad Koirala said that integrated election security plan has been developed for the November 19 CA elections and we are giving final touches to the plan after receiving feedbacks from the regional police chiefs and administration chiefs.

According to the Nepal Police Spokesperson DIG Nawaraj Silwal, the police now will turn its focus on cracking down against anti-election elements whether they are political or nonpolitical. “Anti-election activities will not be tolerated,” he said.
