NAWALPUR, March 5: General Secretary of Nepal Communist Party (CPN) Netra Bikram Chand 'Biplab' became public after the government lifted a ban on his party. He became public from Daldale of Nawalpur district early Friday morning.
Chand went underground since the government imposed the ban on the group that he led two years back in March, 2019. On Thursday, the government and Chand-led group sealed a three-point agreement in Kathmandu.

After becoming public, Chand met families of martyrs at Devchuli Municipality in Nawalpur. He is learnt to have arrived at Daldale from the hilly area of the same district at 3AM on Friday itself.
Chand is currently on his way to Kathmandu and he is being escorted by police. Chand and Prime Minister KP Sharma Oli are scheduled to make public the details of the three-point agreement amid a program being held at the City Hall in Kathmandu at 2 PM later today.
