KATHMANDU, Sept 3: The Commission for the Investigation of Abuse of Authority (CIAA) has filed a charge sheet against five people including the then chief of the Land and Water Resources Management Office, Jumla, Sher Bahadur Shrestha, for embezzling funds by selling wire netting meant for embankment construction.

The anti-graft body filed charge sheet against Shrestha and Sub-Engineer Dan Bahadur Budthapa on charge of producing counterfeit bills of the Dairikhola Rawal Wada embankment project, and paying more than the assessment of the actual work done by preparing a false measurement book and accepting the completed report without checking the actual measurements. Similarly, the Chairman, Secretary and Treasurer of the Users’ Committee also have been accused of benefiting themselves and making losses to the government.

The CIAA has claimed that Dairikhola Rawalwada Embankment Users’  Committee Chairman Hasta Bir Damai, Secretary Lokjung Damai and Treasurer Bhimalal Damai did not work according to the cost estimate of the embankment project and didn’t even allow police personnel of Soruvami Police Station to verify the claim that the embankment was washed away from flood. They had taken payment of 1.81 million rupees to rebuild the damaged structures.

Dawle Shahi, the then Ward Chairman of Soru Rural Municipality Ward No 4, has been accused of recommending to release the payment even without checking if the Users’ Committee had carried out the actual construction works.
