Chief ministers explain their grievances (watch video)

KATHMANDU, Dec 10: Chief Ministers have expressed hope that the task-force formed following a meeting of the Inter-State Council would resolve disputes faced by the provinces.

Province 5 Chief Minister Shankar Pokharel said that the meeting today dwelled on how the rights ensured by the Constitution could be implemented.

A report prepared by the Council of Ministers on the problems faced by provinces had been tabled in the meeting.

Chief Minister Pokharel pointed out mainly three problems – allotment of rights, division of resources and restructuring of administration.

He further said that the ordinance issued on Sunday has paved the way for the integration of the civil servants.

“The problem is not limited only to a province and a single ministry but lies with the entire ministries,” said Province 2 Chief Minister Lal Babu Pandit Pandit, adding, “The task-force must focus on the coordination between the federal and the provincial governments.”

As things stand, the chief district officer is the head of the district looking after law and order situations of the districts, thereby creating confusion over the division of power.

Raut expressed optimism that most of the disputes would be sorted out once the task-force prepares a report incorporating existing problems and gets them implemented.  

Meanwhile, the meeting of the Inter-State Council has formed a five–member taskforce led by Home Minister Ram Bahadur Thapa in which Finance Minister Dr Yubaraj Khatiwada, Minister for Federal Affairs and General Administration Lal Babu Pandit, Province 5 Chief Minister Shakar Pokharel and Province 2 Chief Minister Lal Babu Raut are members while Chief Secretary Lok Darshan Regmi is the member secretary.

The taskforce is scheduled to meet at 3 pm Tuesday.
