PANCHTHAR, Dec 19: In the first week of November, police arrested a person from Falgunanda Rural Municipality-2 on the charge of attempt to rape. His name, as mentioned on his citizenship certificate, was Gaurav Nembang. But when the police searched his house, they found two more citizenship certificates of the same person with different names.

After finding out about the forgery, police intensified the investigation into the case.  Later, it was revealed that the person's original name was Devendra Shiwa who had 'acquired' two more citizenship certificates with different names. Currently, Shiwa has been kept in custody at the District Prison on the charge of attempted rape.

Meanwhile, the district police have filed a case at the District Court against eight defendants including an assistant chief district officer (CDO) and a ward secretary. Deputy Superintendent of Police (DSP) of Panchthar, Narendra Kunwar informed Republica that a case has been lodged against them demanding stern action.

Then Assistant CDO Keshav Rijal, Secretaries Suresh Subedi and Ramesh Tamli, officials Prakash Adhikari and Raj Kumar Neupane and others "who were involved in issuing the fake citizenship certificate." So far, police have arrested two persons in connection with the crime.

At first, arrest warrants were issued against the Assistant CDO and two secretaries. Later, two more officials were also dragged in the case for their apparent involvement. Though none of the government officials have been arrested yet, they are said to have appeared before the court. The government officials "involved" in providing Shiwa his third citizenship certificate in 2015 have been taken to the court. DSP Kunwar said this case might expose "a shocking fake citizenship racket."

Police have also seized fake academic certificates and passports from Shiwa's house. The accused has acquired citizenship certificates in the names of Ankit Shiwa, Devendra Shiwa and Gaurav Nembang. The District Administration Office has been urged to scrap both his fake citizenship certificates as per the law. CDO Prakash Chandra Adhikari has assured to obey the court's order and scrap the counterfeit citizenship certificates.
