As per the schedule, the CA should have completed by Mid-July the deliberations on all the concept papers and preliminary drafts received from the 10 thematic committees and one constitutional committee.
But the CA has just finished discussion on the reports submitted by three committees -- Committee for the Preservation of National Interest, Committee to Determine the Basis for Cultural and Social Commitments, and Committee to Protect the Fundamental Rights of the Minorities and Marginalized Communities -- and is holding debate on the reports submitted by the Committee to Determine the Constitutional Bodies from Thursday.
"We are likely to change the CA calendar for a fifth time as the committees are yet to finish their tasks," said CA spokesperson Mukunda Sharma.
CA officials say the constitution-writing process has taken a backseat recently as the political party leaders are more involved in power equation than constitution-making. The political parties remain deeply divided over the issues to be included in the new constitution.
The Committee for the Restructuring of State and Distribution of Power and the Committee to Determine the System of Governance, which are regarded the most important committees in the CA, are yet to resolve the major issues.
The State Restructuring Committee has not yet started deliberations on the delineating and christening of the provinces. Similarly, CA members are also deeply divided over the system of governance in the new constitution after the Maoists pressed for a "consensual system" without opposition party. Similarly, the Constitutional Committee has been left without its chairman after the erstwhile chairman Madhav Kumar Nepal became prime minister on May 23. The committee is entrusted with the task of writing the preamble and chalk out provisions for emergency in the new constitution, among other things.
"Senior political leaders are least bothered about constitution-making. They rarely turn up in the CA committee meetings," said a CA official, preferring anonymity.
