Beyond Early Warnings: What Nepal Needs for Flood Resilience

Nepal must move beyond early warnings toward coordinated early action, resilient infrastructure and sustained investment to prevent floods from becoming catastrophes.

Wednesday's devastating flash flood in the Bhotekoshi-Trishuli river system has become one of Nepal's deadliest disasters in recent years. As of Thursday evening, authorities had recovered 359 bodies across eight districts, while around 910 people were reported missing or out of contact as search-and-rescue efforts continued. The disaster swept through settlements, highways, bridges, hydropower projects and border trade infrastructure, underscoring Nepal's growing vulnerability to cascading mountain hazards.



The tragedy is a stark reminder that flood risk in Nepal can no longer be understood through seasonal rainfall totals alone. Preliminary assessments suggest the disaster originated upstream in the Himalayan catchment before surging through the Bhotekoshi, Trishuli and Narayani river systems. Regardless of its immediate trigger, the disaster demonstrates how quickly an event originating high in the mountains can become a national crisis downstream.


After more than a decade of working in disaster risk reduction, including doctoral research on flood resilience, I have learned that floods are not merely natural events. They also test how prepared communities, institutions and governments are to respond. The impact of a flood depends as much on people, systems and preparedness as it does on the hazard itself.


Nepal has made notable progress over the past decade, particularly since the 2015 earthquake and the Disaster Risk Reduction and Management Act of 2017. Early warning systems have expanded, institutions have strengthened, and flood forecasting now covers major river basins, including the Koshi, Karnali, Babai and Narayani. Yet a critical gap remains between warning and action. Too often, information fails to reach those who need it most or arrives too late to make a difference.


A Changing Risk Landscape


Climate change is making rainfall patterns increasingly unpredictable. A few hours of intense precipitation can now trigger devastating floods and landslides, even during years of below-average rainfall. At the same time, settlements, roads and other infrastructure continue to expand into hazard-prone areas, increasing exposure and potential losses.


The 2021 Melamchi disaster showed how rainfall, landslides and debris flows can combine to create catastrophe. This week's flood demonstrates another reality: Hazards that originate high in the mountains can devastate communities far downstream. The destruction witnessed from Rasuwa to Chitwan illustrates how interconnected Nepal's river systems have become.


Urban areas face a different challenge. The loss of wetlands, encroachment on natural drainage channels and unplanned urbanisation have worsened flooding. Kathmandu's flood problem cannot be solved simply by building larger drains. It requires better land-use planning and watershed management.


My research in the Narayani River Basin found that communities exposed to similar flood hazards often experience very different outcomes. The deciding factor is rarely the hazard itself. It is the strength of local institutions, livelihoods, social networks and physical resources that determines how quickly communities recover.

What Resilience Looks Like


A flood-resilient community is not one that never floods. It is one that can anticipate, withstand and recover from flood impacts while protecting lives and livelihoods.


Experience from Nepal and elsewhere points to several essentials: effective early warning systems, strong local institutions, resilient infrastructure, social protection, diversified livelihoods and sustained public support.


Early warning remains the first line of defence. But a forecast alone does not save lives. Communities must understand the warning, trust it and know exactly what action to take.


Community institutions are equally important. Disaster management committees, volunteers, women's groups and local leaders often determine whether information becomes action.


Resilient infrastructure matters, too. Safe shelters, evacuation routes, roads and bridges should be designed to reduce risk rather than increase it.


Equally important are social protection measures and resilient livelihoods. Poor households often lose livestock, crops, homes and income in a flood. Recovery is much faster when safety nets, financial support and alternative livelihood options are in place.


From Early Warning to Early Action


Nepal has invested significantly in weather and flood forecasting. The next challenge is ensuring that warnings trigger action.


A warning that reaches a municipal office but not a vulnerable household has limited value. Likewise, a family that receives a warning but has nowhere safe to go remains at risk.


The latest disaster also highlights the limits of relying solely on conventional flood forecasting. Emerging mountain hazards require stronger integration of landslide monitoring, glacial risk assessment and transboundary information sharing. Warning systems must evolve alongside the changing nature of risk.


Nepal must therefore move from a culture of early warning to one of early action.


Every high-risk community should have a clear and regularly tested plan. Who receives the warning? Who communicates it? Where do people evacuate? Who assists children, older persons and persons with disabilities? Such questions should be answered long before disaster strikes.


Regular drills and simulation exercises are just as important as technology. Communities should practise evacuation before an emergency, not during one.


Building a National Resilience Framework


Nepal now needs a national flood resilience framework that connects federal policy, river-basin planning and community action.


Five priorities stand out.


First, development must be risk-informed. Hazard maps should guide settlements, infrastructure investments and land-use planning.


Second, local governments should regularly assess resilience gaps and invest accordingly.


Third, Nepal needs a stronger warning-to-action system connecting technical agencies, local governments, telecommunications providers, media and community networks.


Fourth, more resources should be invested in prevention and preparedness rather than post-disaster response.


Finally, resilience should be measured and monitored. What gets measured is more likely to attract sustained attention and investment.


A Wake-Up Call


The flood of this week should be a national wake-up call. Nepal already possesses many of the policies, institutions and technologies needed to reduce disaster risk. What is often missing is integration, coordination and sustained investment before disaster strikes.


The goal should no longer be merely to respond better after floodwaters rise. It should be to build communities, institutions, infrastructure and livelihoods that are resilient before the next flood arrives.


Nepal may not be able to prevent every flood. But it can prevent many floods from becoming catastrophes. The true measure of resilience is not how we respond after a disaster, but how well we prepare before it arrives.
