KATHMANDU, May 13: All observers assigned have reached the polling centers in 34 districts where the first phase of local-level elections will be held on Sunday, said the Election Commission. 


The total 8,149 observers have been picked from various 49 organisations for the polls that will be held in Province 3, 4 and 6 in the first phase.

Approximately 49,947 observers will be deployed for the second phase of the polls slated to take place on June 14 in remaining Provinces 1, 2, 5 and 7. 


"A criterion has been set for the observers for their job. Anyone found to be luring voters into voting for any candidate or to be campaigning for any contender will be subjected to action. I want to request all to report if any observer is found to be violating observer's code of conduct," said Spokesperson for the Commission Surya Prasad Sharma. 


The Commission has formulated 12-point terms of reference of election observers, specifying their duties and hold the polls in a free and fair manner. 


Duties and responsibilities that fall under the scope of the duties of the observers include that an observer could hold free dialogues in relation to all issues of the polls, be aware of any poll-related issues and acquire information about the scope of their rights provided by the Commission or subordinate officers. 


Likewise, the TOR allows observers to observe during voting, the transportation of ballot boxes, vote count and election result. RSS
