Six years on, NT building awaits completion

DHADING, Jan 9: Construction materials are left scattered around the premises. The building has been raised to three floors for now while the wall of the ground floor is covered with algae. This is the condition of the building of Nepal Telecom (NT) in Shanti Bazaar of Dhading which began construction six years ago.

Earthquake, delay of work by the contractor, and release of payment are some of the reasons of delay in construction of the building. On April 1, 2014, Chadani/Ram J V Construction signed the agreement with Nepal Telecom for the construction of the building. In the initial phase, some works were carried out but now the construction work is completely stopped. 

According to Shyam Mani Aryal, head of Nepal Telecom district branch Dhading, Rs 20.24 million was agreed for the construction of the four-storey building. “From April 15, 2014, the construction of  the building needs to be completed within 21 months but till now the building has not been completed,” said Aryal, “The building was started a long time ago and the constructed structure is in dire straits day by day. The construction materials are scattered everywhere.”

The Nepal Telecom office is operating from a rented premise from 2013 while it awaits completion of its own building. “It has been years that we are waiting for the building to be completed but there is no sign of its completion,” said Aryal. Nepal Telecom pays Rs 80,000 per month as rent. According to Aryal, owners are requesting them to empty the house time and again.

"Due to lack of space, there are obstacles in providing services to service seekers," according to Aryal. The building is in under construction but the tower which is required for expansion of services cannot be installed. There is no space for materials which are brought to use for administrative purposes. The contractor has extended the deadline again and again but till now they have not been able to complete the construction.

According to the Regional Directorate Office of Nepal Telecom, Tripureshwar, the constructed structure seems weak and some parts are even falling apart. The contractor has failed to complete the project within the given deadline and is only interested to extend the deadline time and again by giving various excuses, according to Nepal Telecom staffers.
