China never exports its ideology to other countries: Ambassador Hou

KATHMANDU, Sept 26: Chinese Ambassador to Nepal Hou Yanqi said on Thursday that China never exports its ideology to other countries.

The Chinese envoy's statement comes at a time when the main opposition party and a section of media have expressed concerns about the ruling Nepal Communist Party’s interaction with the Chinese Communist Party on Xi Jinping Thought held in Kathmandu earlier this week.

"I have noticed some speculation and even concerns by some Nepali friends and media about the recent discussion between CPC and NCP about Xi Jinping Thought. I don't think such speculation or concerns are necessary," she said during a seminar organized by China Study Centre in Kathmandu.

The ambassador said that China always follows the independent foreign policy of peace.  "We do promote extensive exchanges with Nepal in various fields, including governance.  But we don't export ideology or interfere in any other countries' internal affairs," she said.

The ambassador said that Xi Jinping Thought has been widely noticed and discussed internationally.  "In-depth discussion about Xi Jinping Thought is helpful for the exploration of new developmental ideas for all countries, and for developing countries in particular," she said. The ambassador also congratulated on the successful holding of the joint interaction between the NCP and CPC in Kathmandu.

"Two days ago, the Seminar on Xi Jinping Thought on Socialism with Chinese characteristics for a New Era sponsored jointly by the Communist Party of China and Nepal Communist Party was warmly received in Nepal.  I would like to extend my congratulation on the successful holding of that seminar," she said

Ambassador Hou highlighted the importance of Xi Jinping Thought. "Xi Jinping Thought is very rich and it covers the basic issues of the general goal and task of socialism with Chinese characteristics in the new era, new theories and guidance   on national development based on China's practice," she said. She said that Xi Jinping Thought includes new ideas and propositions with distinctive Chinese features that embody the call of our times. 

"It points out that socialism with Chinese characteristics has entered a new era and provides a systematic answer for the questions of what kind of socialism with Chinese characteristics should be adhered to and developed in the new era, and how to uphold and develop socialism with Chinese characteristics," she said. The 19th National Congress of the Communist Party of China had established Xi Jinping Thought as the guiding philosophy for the party and written it into the party constitution. The constitutional amendment adopted by the first session of the 13th National People's Congress had included Xi Jinping Thought into the national constitution.

The ambassador said that Xi Jinping Thought proposes a Chinese plan and Chinese wisdom for the global governance amid unprecedented changes and challenges around the world. "The trends of  multi-polarization, economic globalization, social informationization and cultural diversity are developing further. The reform of global governance system and international order are accelerating, and new emerging economies and developing countries are rapidly rising," she said.

Stating that prominent changes and uncertainties have taken place in the world, the ambassador said "Trade protectionism, isolationism, populism and other trends continue to rise, non-traditional security threats including terrorism, cyber security, and climate change are spreading."

In this context, China proposes the Belt and Road Initiative, participates and supports the reform and improvement of the global governance system, and advocates the principle of achieving shared growth through discussion and collaboration, the ambassador said.

"China also supports the building of a community with a shared future for mankind, offering new directions, plans and options for major issues in the world," the ambassador said.

Addressing the event, Deputy Prime Minister Ishwar Pokhrel opined that Chinese President Xi's vision of "Work Together to Build a Community with Shared Future for Mankind" offers solutions to cope with various contemporary global challenges.

"Xi's idea of working together to build a community with shared future for mankind offers solutions to the global problems such as unemployment, financial crisis, poverty, economic disparities, terrorism, nuclear threats, global warming and climate change. This concept has also been accepted internationally," he said.

Experts from Nepal and China presented papers on Xi Jinping Thought during the event.
