KATHMANDU, Aug 3: Home Minister Ram Bahadur Thapa has blamed free availability of alcohol and narcotic drugs for the recent rape of a minor in Kanchanpur. He also claimed that there might be some political motive behind the alleged death threat against lawmaker Niru Pal.

Briefing the parliament on the security concerns raised by the Nepali Congress and other opposition parties on Thursday, Minister Thapa blamed "status quoist elements which do not want peace and stability" for orchestrating heinous crimes including the Kanchanpur rape and murder.

Thapa also vowed stringent action against those involved in the rape and murder. On July 27, Nirmala Pant, 15, had been gruesomely murdered after rape in Bhimdatta Municipality-2 of Kanchanpur district.
