Two Frenchmen arrested over pedophilia charges

KATHMANDU, July 25: Just a few days after a Swiss national was arrested for sexual abuse of a minor, police have yet again arrested two French nationals for their alleged involvement in pedophilia, a psychiatric disorder that leads to sexual attraction toward children.

With their arrest, the number of pedophiles arrested in the last two years has reached twelve, including ten foreigners, according to Crime Investigation Bureau. 

Acting on a tip-off, a team of CIB arrested forty-two-year-old Christophe Guilloux and thirty-eight-year-old Denis Mathieu Michel Chupau from Gaushala, Kathmandu on Sunday on suspicion of their involvement in pedophilia. CIB made the arrests public only on Tuesday.

CIB spokesman SP Krishna Hari Sharma said that a preliminary investigation has shown that the arrested two foreigners had sexually abused more than eight children in the capital. 

“We are still receiving complaints against them. We suspect that they might have sexually abused more children,” SP Sharma said. CIB has filed a case of sexual abuse against them at the Kathmandu District Court. The court has remanded them to judicial custody for further investigation.

Guilloux and Chupau had come Nepal on September 9, 2017 and October 25, 2017 respectively. They were living at Kageshwari  Manhara Municipality of Kathmandu by renting a house together and would abuse children in the locality. The two have tourist visas.

CIB statement read that the duo targeted children aged ten through fourteen by offering them money and small gifts including footballs, chocolates, jerseys and even offer financial inducements. Then they would take the minors out for lunch or for swimming to nearby local pools and sexually abuse them later.

SP Sharma said that Denis Mathieu Michel Chupau was arrested in 2004 in France for sexually assaulting minors and possessing child pornography.

They were about to flee the country when the CIB team arrested them. “We had been closely watching their movement. Fearing arrest, they were about to flee the country. But before that, we arrested them,” he added.

Last Friday, a team of the Metropolitan Crime Division had arrested a 66-year-old Swiss national from Bafal, Kathmandu on the charge of sexually abusing a minor. Peter Christian Langendorf was arrested after he was found sexually abusing a 16-year-old boy by taking him to various hotels in Kathmandu and Bhaktapur by offering financial inducement.  

On June 14, the Crime Investigation Bureau had arrested a 66-year-old Dutchman in the capital on suspicion of involvement in pedophilia. Piet Hein Van Terwisga, a child adolescence doctor from the Netherlands, was arrested by a CIB team from a hotel in Thamel. Terwisga was with a minor in his hotel room at the time of his arrest.

In April, former UN-Habitat country representative for Afghanistan Peter John Dalglish was arrested on the charge of sexually abusing children. Dalgish was arrested from Mandan Deupur Municipality in Kavrepalanchowk district.

Most of the arrested foreigners have been found sexually abusing children under the cover of philanthropic activity, according to the CIB.

As per the law, a person may be jailed for eight to 12 years if convicted of sexually abusing children.
