Amargadhi Municipality operating without chief executive for seven months

DADELDHURA, Feb 2: Seven months are about to complete since the beginning of the current fiscal year, but Amargadhi Municipality which is considered the oldest municipality of Dadeldhura district has been operating without a chief executive. 

For the past seven months, an acting chief executive has been handling the responsibilities of the chief executive. This post has been vacant since the formation of the local government. This has adversely affected the development plans and projects of the municipality, according to Kabindra Bhatta, the acting chief executive. "As the office has not yet found a chief executive, the deputy mayor has assigned me with the responsibilities of the chief executive," said Bhatta, adding," But we have not yet been able to take major decisions in the absence of chief executive." He further said that a lot of projects have been delayed. 

Locals have been widely disappointed as only 25% of development works have been completed in the last seven months. Earlier, internal conflicts between the representatives had resulted in the padlocking of the municipality for two months. All this has resulted in the sluggish development of the municipality. Sangita Bhandari, the deputy mayor of the municipality, says it's a weakness on the part of the government that it has not been able to appoint a chief executive even seven months after the start of the fiscal year. "We have time and again urged the higher authorities to appoint a chief executive but nothing has been done yet," said Bhandari.

Not just that, the lack of ward secretaries, unavailability of buildings for ward offices and the lack of technical manpower has affected the work of the wards as well. There are altogether 11 wards in the municipality for which there are only six secretaries. In the absence of the ward secretaries, technicians have been entrusted with their responsibilities.
 
The enthusiasm that people had after the election of the new local government has somehow evaporated just after few months of the elections. Acquiring legal documents and seeking justice is still as hassling as it used to be in the past, people lament.  

The situation of five rural municipalities in the district is no different. Due to the lack of building, some of them are compelled to provide services from tents. The headquarters of some of the rural municipalities have not been fixed yet.
