KATHMANDU, July 23: National Human Rights Commission (NHRC) has stressed need for creating victim friendly laws to ensure justice to those who suffered abuses during insurgency period.

It has also recommended to the government to amend existing laws if they are not in line with international standards.

In a report on the implementation status of recommendations made by the NHRC regarding conflict-victims, it has urged the government to amend the laws at the earliest.

The NHRC had been studying the condition and situation of victims and their families.

The NHRC has asked the government to provide due compensation to the victims and take steps for their social reintegration.

The commission has also advised the government to make necessary arrangements for the education, health care and employment for the families of the victims.

It has also asked the government to develop integrated data of all conflict victims. “Currently, the government lacks integrated data on the victims,” the report stated. Lack of integrated data has created confusion while distributing allowances and other facilities to them to the victims.

Some of the victims ditched their family members after taking all the compensation so there is a need of to address this problem by introducing clear policies regarding the compensation.

There should be separate arrangements for providing compensation to elderly citizens, single women and scholarships for the children, the report said.
