KATHMANDU, April 14: In view of conducting the local elections within the set date, the Election Commission (EC) is opening the offices of the chief returning officers in all 75 districts from Sunday.

Returning officers are responsible for conducting elections in district headquarters and overseeing polling activities in local units in the respective district. "The local polls will get momentum after establishment of the offices of the returning officers in the districts," said Election Commissioner Narendra Dahal.

District judges work as chief returning officers while officers chosen from the judiciary and civil servants serve as returning officers.  Region-wise training organized for chief returning and returning officers concluded on Thursday.

The EC plans to establish offices of the returning officer in all 744 local units by April 25.

"Immediately after establishing offices, the voter roll, voter ID and ballot boxes will be dispatched to the local units," said commissioner Dahal. Election education materials prepared to teach voters about practical and technical aspects of voting, however, are being dispatched to local units from Friday.

By Wednesday, 12 million voter rolls have been published. Ballot boxes, which were stuck at Keirung in Nepal-China border, are being transported to Kathmandu.
