KATHMANDU, April 11: Prime Minister Pushpa Kamal Dahal has expressed his hope that the new constitution amendment bill to be introduced to the House after much discussions with the oppositions for creating an atmosphere conducive to hold the local-level election will be passed on a basis of political consensus.

In a meeting of the Good Governance and Monitoring Committee of the Legislature-Parliament today, the PM said this.

Urging political parties and citizens not to doubt that the local-level election would be held on the announced date, he hinted the possibility of conducting the election in two phases in some particular areas after a couple of days of a May 14 election, bearing in mind the sentiments of people.

On a different note, the head of the government said the new appointment of the Inspector General of Police made on a basis of work performance evaluation by respecting the Supreme Court's verdict would remain as a precedent of the good governance.

Preparations neared the final phase to appoint the Chief of Commission for the Investigation of Abuse of Authority (CIAA) on the basis of a political understanding, according to the PM.

The post of CIAA Chief has been lying vacant since the Supreme Court disqualified the then Chief Commissioner Lokman Singh Karki to stay in his office on January 8.

He further informed the meeting that tremendous efforts were being undertaken to accelerate the construction of fast tracks, Melamchi Drinking Water Project and irrigation and hydro-power development projects. He added that the government was committed to reaching the capital expenditure to 80 per cent.

Before the PM's address to the meeting, the lawmakers present drew the attention of the government towards a delay in an appointment of CIAA Chief, the problem of air pollution in the capital, corruption in the country and a delay in the post-earthquake reconstruction. RSS
