We are walking the opposite way: Gagan Thapa

KATHMANDU, July 26: Nepali Congress (NC) General Secretary and Member of Parliament (MP) Gagan Kumar Thapa has said that it is necessary for the government to focus on the way to build a university and fulfill the responsibilities assigned by the constitution. Speaking at a meeting of the House of Representatives on Tuesday, MP Thapa said that the government is not going the right way, but is going the wrong way in managing the university.

Thapa complained that even though Schedule 5 of the Constitution states that the Central University will be looked after by the Union and Schedule 6 states that the Provincial University will be looked after by the province, it is not working according to the Constitution. He said that the government should be serious about a national policy on education, including the Federal Education Act, the University Umbrella Act, and how to manage the university under the Umbrella Act.

Lawmaker Thapa said that the Federal Education Act has not been brought and on the other hand, the education policy has not been formulated and presented.

He said, "We are not going the right way, but the opposite way. According to our constitution, in Schedule 9, education is the responsibility of all three levels of government. Schedule 5 states that the Central University will be looked after by the Union and Schedule 6 will look after the Provincial University by the Province. After the constitution has made all these arrangements, our federal university was and still is in the task of continuing our journey. Some were in the conditions of the university, some were problems, opportunities were also given to us. How to manage the overall education of the university in Nepal? How to proceed by addressing our shortcomings, weaknesses and inadequacies?”

He further said, “The Center and the provinces used to guide the way of what could be done. We didn't do that. On the one hand, we did not introduce the Federal Education Act. We made an education policy but could not present it. We have amended the existing Tribhuvan University Act and other Acts. Now the provinces have started making laws for the universities in the provinces. Even now, if we do not manage the university and make the umbrella law of the university in terms of the Federal Education Act, it will further destroy our university. The attention of the government should be focused on building a university and fulfilling the responsibilities assigned by the constitution.” MP Thapa said that it is necessary to manage the education of universities in Nepal as a whole.
