KATHMANDU, Oct 29: Chairman of the Communist Party of Nepal (Maoist Center) Pushpa Kamal Dahal has said that radical changes are needed to improve the country’s health sector. Addressing an interaction on Friday, Dahal said that radical change in terms of policy and its implementation should be brought in the health sector.

He mentioned that despite the political change, the old laws, rules and traditions have not changed. Dahal said, "A political change happened but the laws and policies did not change. There is no law according to the constitution."

Stating that the socialism-oriented state mentioned in the constitution could not be implemented in practice, he said, "Good things were written in the constitution and political documents, but they did not come into practice." Stating that health and education are the responsibility of the state, he said that no concrete progress has been made even after considering health and education as fundamental rights.

He said that billions of rupees had already been invested in the BP Koirala Memorial Cancer Hospital in Bharatpur and so it could not be relocated to another place. Regarding the construction of a cancer institute in Bhaktapur, he said, "It is not possible to set up a cancer center anywhere other than Chitwan."
