KATHMANDU, July 23: Senior leader of CPN-UML Madhav Kumar Nepal has said that they successfully foiled the conspiracy of the party chairman K P Oli to dissolve parliament again.
Addressing a function in the capital on Friday, senior leader Nepal alleged that former Prime Minister Oli, who dissolved parliament twice, wanted to justify his unconstitutional move to dissolve parliament by making Deuba unable to secure majority votes in parliament.
Nepal said that they knew the conspiracy to push the parliament again to the dissolution and foiled that by casting their votes in favor of Deuba. “We have saved parliament, safeguarded the constitution. We have done the best thing that we could do,” he said.
“I want to salute 23 lawmakers [who voted in favor of Deuba]. 11 other lawmakers did not at least did not cast vote against Deuba. I want to salute them as well,” he further said.
UML Chairman Oli had dissolved parliament for the first time in December 20, 2020 after he lost majority in parliament. However, the Supreme Court overturned the decision and the parliament was reinstated on February 23, 2021.
The embattled Prime Minister Oli, who received tacit support from President Bidya Devi Bhandari, again dissolved parliament on May 22. The move was again overturned by the apex court on July 12. The court this time also issued mandamus in the name of the Office of President, paving the way for NC President Deuba to become the new prime minister.
As many as 23 lawmakers close to senior leader Nepal had signed in the writ petition filed at the Supreme Court demanding the apex court to issue mandamus to appoint Deuba as new prime minister as per Article 76(5) of the constitution. It was with the support of 22 UML lawmakers NC President Deuba was able to secure majority votes in parliament during a vote of confidence earlier on July 18.
Failure of Deuba to secure majority votes in parliament would take parliament again toward to dissolution, giving an excuse to former Prime Minister Oli to justify his move to dissolve parliament twice.
