JHAPA, July 25: The construction of a 22-km ring road in Mechinagar Municipality had begun some 11 years ago. The road, however, is yet to see the light of the day. Locals have encroached on the land allotted for road construction and started growing crops. [break]

The ring road construction project had begun in 1998. “While most of the land has been encroached upon, we could not complete the construction project for lack of financial resources,” said former mayor Rabin Koirala.

Dambar Bhandari of Mechinagar Municipality-11 said he started growing crops after the municipality halted road construction. Immediately after the government merged Dhulabari and Kankadbhitta VDCs and declared it a municipality in 1997, the municipality elected officials had begun the construction project. However, the project was aborted the following year due to lack of financial resources.
