Home Ministry performs best, physical Infrastructure weakest

The Ministry of Urban Development (MoUD) also showed weak performance.

KATHMANDU, Aug 18: In the performance agreements for the fiscal year (FY) 2081/82 BS, Ministry of Home Affairs (MoHA) ranked first in achieving its targets, while the Ministry of Physical Infrastructure and Transport (MoPIT) was the weakest. Following the (MoPIT), the Ministry of Urban Development (MoUD) also showed weak performance.



According to a source at Office of the Prime Minister and Council of Ministers (OPMCM), the MoHA secured the top position in achieving milestones set for the implementation of government policies, programs, and budget. The source stated that out of 106 targets assigned to the MoHA, 93 were completed, while work is ongoing on 13 targets. In the area of administrative reform, the MoHA has achieved 88 percent progress.


The OPMCM Spokesperson Prem Prasad Acharya stated that during the budget implementation review, 1,900 milestones were set for the FY 2081/82 BS under the performance agreement between PM KP Sharma Oli and the ministers. Of these, 1,236 milestones—or 65 percent—were achieved.

Similarly, out of 664 activities, 519 were completed, and 129 activities are still ongoing. According to a press release issued by the OPMCM, in FY 2081/82 BS, overall capital expenditure was 63.2 percent, imports increased by 13.3 percent, exports by 81.8 percent, and key performance indicators were positive. 


For the current FY 2082/83 BS, there are 392 performance indicators, 703 activities, and 1,088 milestones. On August 14 of this year, PM Oli signed performance agreements with all ministers for the current FY.


The MoHA claims that the progress made in FY 2081/82 BS is the highest in the past five years. In terms of institutional milestone progress in administrative reforms, the figures were 86.8 percent in 2077/78 BS, 64.5 percent in 2078/79 BS, 69.1 percent in 2079/80 BS, and only 68 percent in 2080/81. The ministry stated that successful work in crime investigation and case implementation, establishment of service desks in the police, formation of specialized divisions, conducting anti-drug campaigns, disaster management, post-earthquake reconstruction, revenue leak prevention, and border crime control contributed to its progress.


In administrative reforms, the OPMCM achieved 77 percent progress. Similarly, the Ministry of Defense recorded 57 percent, the Ministry of Federal Affairs and General Administration 87 percent, the Ministry of Law, Justice and Parliamentary Affairs 76 percent, and the Ministry of Foreign Affairs 76 percent progress. In administrative reforms, the Ministry of Finance achieved 57 percent progress.


Likewise, the Ministry of Agriculture and Livestock Development achieved 74 percent, Ministry of Industry, Commerce and Supplies 56 percent, Ministry Culture, Tourism and Civil Aviation 77 percent, Ministry of Forest and Environment 72 percent, and Ministry of Land Management, Cooperatives and Poverty Alleviation 78 percent progress. The Ministry of Energy, Water Resources and Irrigation achieved 56 percent, the Ministry of Water Supply 72 percent, and the Ministry of Communication and Information Technology 65 percent progress. The MoPIT, which was the weakest, achieved only 36 percent progress, and the MoUD achieved 45 percent. Both are development ministries.


When asked about the MoPIT ‘s weak performance, Secretary Keshab Kumar Sharma expressed surprise. “Our ministry has made significant progress in capital expenditure. I do not understand how it was measured as weak performance. This is something I have yet to clarify,” he said.
