A majority of the nine-member commission proposed an 11-province model while the minority group suggested a six-province model.
Bishwa Bhakta Dulal of the UCPN (Maoist) said most of the lawmakers airing their views at the 61-member committee suggested that the SRC document be used purely as a reference material.
According to him, members appreciated some of the positive aspects and criticized many others provisions of the report. “The commission members have done a better work while updating a separate list of rights for the central, provincial and local governments,” Dulal told Republica.
Members, however, criticized the concept of creating a non-territorial province for Dalits who are scattered throughout the length and breadth of the country. “All the members airing their views stood against the concept,” he said.
Narahari Acharya of the Nepali Congress (NC) also said that the report can only be used as a reference material. He described the commission´s decision to remove the provision of preferential political rights as a welcome judgment. “Also, the commission has reduced the number of provinces which is good,” said Acharya.
According to a participant, Shankar Pokharel of CPN-UML also suggested that the report be taken as a reference material. “The report should be taken as a reference material as SRC members worked as champions of groups they belong to and not as experts,” a member quoted Pokharel as saying.
Nembang convened the gathering of the CA thematic committee members with a view to incorporate their views before forwarding the report to the CA full House and the Constitutional Committee (CC) for deliberations.
Nembang will table the report at the full CA for deliberations on Sunday.
